Is a Miami-Dade NOA a blast rating?

No. A Miami-Dade NOA is a Florida wind and impact approval (TAS 201/202/203). It is not a blast rating and it does not satisfy UFC 4-010-01 Section 5-11 or AT/FP.

Does UFC 4-010-01 Section 5-11 require ASTM F1642?

No. Section 5-11 is fragment reduction: laminated inboard glass and a specified bite. ASTM F1642, F2912, and F2248 apply only when the spec cites them.

What triggers Florida Building Code 8th Edition vs 9th Edition?

The permit-application date. Fla. Stat. 553.73(6) and 553.73(7)(d). A complete application filed December 30, 2026 stays on the 8th Edition. December 31, 2026 and later is 9th Edition. ASCE 7-22 is already in the 8th Edition.
