This is a cutover note, not another Florida Building Code explainer. The 8th Edition is still the enforced code as of 2026-09-02. Use the existing ACG pages for the code that is in force today: the commercial windows guide, the commercial glazing guide, and the South Florida / HVHZ guide. One older ACG page, Florida Building Codes for Commercial Glazing, treated the 9th Edition as a 2027 start. The Commission workplans and the ICC shop date are December 31, 2026.
The permit-application date is the trigger
The 8th Edition (2023) took effect December 31, 2023 and is still enforced. The 9th Edition (2026) takes effect December 31, 2026. That date is on the Commission June 9 and August 2026 workplans and on the ICC shop listing.
Florida Statute 553.73(6) and 553.73(7)(d) are the trigger: the edition in force on the permit-application date governs the permitted work for the life of that permit and any extension. A complete application filed December 30 stays on the 8th Edition. An application filed December 31 or later is 9th Edition work. Do not confuse application date with issuance date, inspection date, or substantial-completion date.
Product-approval filings that demonstrate compliance with the 9th Edition, including 8th Edition submittals in that window, have a fee waiver from July 1 through December 30, 2026. That waiver was approved at the June 9, 2026 Commission meeting.
Rulemaking is still TBD: final rule hearing, SOS / JAPC, and the final PDF. Glitch #1 has a workshop on October 13, 2026. Glitch #2 comment close is listed as October 8, 2026 on the Commission code-development page and as October 15, 2026 on the August 2026 workplan. Cite both until staff reconcile the calendar.
What does not change on December 31
ASCE 7-22 is already the 8th Edition wind standard. The Commission ASCE 7-22 Wind Loads Fact Sheet states that the 8th Edition (2023) was updated to reference ASCE 7-22. December 31 is not a wind-code switch. Do not reprice a package as if design pressures reset on that date.
HVHZ geography stays Miami-Dade and Broward. TAS 201, TAS 202, and TAS 203 stay the HVHZ test framework. Cell-level TAS deltas in the 9th Edition are TBD. The NOA versus Florida Product Approval system does not change. The new check is a 9th Edition affirmation of the existing approval, not a new approval path. What does change
Manufacturers must affirm existing product approvals to the 9th Edition. That direction came out of the June 9, 2026 Commission meeting. Self-affirmation, revision, or a new application are the three paths. Get the written affirmation before you stamp a 9th Edition submittal. The energy volume is based on the 2024 IECC and ASHRAE 90.1-2022. The Commission commercial energy analysis is qualitative only: tighter vertical U-factor in Climate Zones 1 and 2, tighter SHGC in Climate Zone 1 only, and tighter skylight U-factor and SHGC in Climate Zone 1. It does not publish final commercial cells that you can put on a schedule. Do not print 9th Edition U-factor or SHGC cells. They are TBD.
Proposals EN12127 and EN12330 were approved as submitted. Eric Lacey’s Glitch #2 comment says the integrated draft table does not fully reflect those proposals. That is why the cells stay TBD.
Florida Statute 553.73(7)(e) also lets the Commission delay the energy provisions up to three months if energy-code compliance software is not approved at least three months before the effective date. That gate is about September 30, 2026. A September 4, 2026 sitting is TBD. Watch the clock. Do not assert a delay.
The energy table is still in glitch
Refuse 9th Edition commercial U-factor and SHGC cells until the glitch cycle closes and the final PDF is posted. You may use the 8th Edition Table C402.4 Climate Zone 1 and 2 values that are in force today. Those are the numbers on a permit filed before December 31, 2026.

Some older ACG pages flattened this table to 0.50 / 0.25. That is the fixed-fenestration U-factor and the PF < 0.2 southeast-west SHGC only. It is not the whole table. Operable units, entrance doors, north glass, and skylights have their own cells. Use the row that matches the opening. The flattened version lives on the 2026 commercial windows page. Correct it at the opening, not by inventing a 9th Edition number.
GC cutover checklist
- Stamp the application date. The edition on the permit-application date governs for the life of the permit. December 30 is 8th Edition. December 31 and after is 9th Edition.
- Get a written manufacturer affirmation that the existing FL number or NOA is affirmed to the 9th Edition before you submit on a 9th Edition permit.
- Watch the software clock. The 553.73(7)(e) gate is about September 30, 2026. The September 4 sitting is TBD. Do not assume a delay.
- RFI mixed 8th / 9th drawings. If the cover sheet, energy forms, and product-approval sheets do not name the same edition, stop and ask. Do not bid the mix.
- Do not spec 9th Edition U-factor or SHGC yet. Those cells are TBD. Spec 8th Edition Table C402.4 until the final PDF is posted.
- Do not re-explain HVHZ. Miami-Dade and Broward, TAS 201 / 202 / 203, and NOA versus FPA are already in force. They are not the cutover.
- Calendar the glitch dates. October 13 workshop. Glitch #2 comment close October 8 or October 15, depending on which Commission document you open. Final rule hearing, SOS / JAPC, and final PDF are TBD.
